Oligopolization of Russia's IT Market: Consolidation Versus Innovation

A three-year trend shows a steady convergence of key concentration indicators in Russia's IT sector. The growth of the top five software vendors' market share from 52.8% in 2022 to 58% in 2026 signals structural changes driven by both market dynamics and regulatory factors.
The situation in cloud technologies is particularly concerning, where concentration has reached 74% — a level characteristic of mature oligopolies. The high entry barrier in this segment requires substantial infrastructure investment, objectively limiting opportunities for new players. Meanwhile, the payment systems market shows extreme concentration at 93%, reflecting industry-specific regulation and security requirements.
The artificial intelligence market remains a key indicator of ecosystem health, with the top five holding a 36% share. This is significantly below the industry average, indicating that innovative segments still maintain competitive conditions. The relative openness of the AI market stems from low technology maturity and the ability to enter through niche solutions.
Consolidation brings dual consequences. On one hand, it ensures stability and predictable supply for corporate clients. On the other, it reduces innovation incentives and may lead to price increases. For government policy, balancing support for national champions with preserving competitive mechanisms is crucial, especially in promising segments.
Sustained concentration growth in ERP, HR, and information security services (62–67%) indicates market maturity. Meanwhile, productivity systems (44%) and platform software (42%) segments show potential for further offer differentiation.
